The gun port shutters were not on the Virginia when she first went into battle. They were in the design but not yet installed. During the period March 9 - April 11, some were installed, but, according to Virginius Newton, apparently there was a problem.

I am not sure what type shutters were used. There is one drawing by Johnson (in Besse) purportedly showing the Virginia as of March 9 showing shutters that were basically flaps hinged on the side. This seems like a questionable design to me and contradicts other sources as to whether there were any shutters at that date.
I do think I've seen more on the shutters but I couldn't find that information. If I find that, I'll let you know.
